Le Bureau commun des transports routiers (BGL, FNTR et NLA), la FEBETRA et le TLN mettent en garde contre un nouvel affaiblissement du Paquet Mobilité

Cette semaine, ESPORG (European Secure Parking Organisation), l'organisation européenne pour le stationnement sécurisé, a présenté son rapport sur les aires de stationnement sûres et sécurisées (SSPA) au sein de la commission transport (TRAN) du Parlement européen ainsi qu’au comité du dialogue social sectoriel routier de la Commission européenne.
 
Bien que nous saluions les efforts déployés par la Commission européenne pour améliorer la situation catastrophique des aires de stationnement en Europe, nous nous opposons vivement à la proposition de l’étude d’autoriser les conducteurs à prendre leur repos hebdomadaire régulier en cabine lorsqu’ils stationnent sur une aire SSPA de niveau platine ou or.

C’est un mauvais signal envoyé et qui est inquiétant pour la profession. À la suite de l’annulation, par la Cour de justice de l’Union européenne, de l’obligation de retour du véhicule dans son pays d’origine toutes les huit semaines, une étude commandée par la Commission envisage désormais la possibilité d’assouplir l’interdiction du repos hebdomadaire régulier en cabine.

Dans un contexte de concurrence féroce et de pénurie persistante de conducteurs, la Commission européenne doit envoyer le bon signal, en améliorant les conditions de travail des conducteurs et en proposant un contrôle plus efficace du Paquet Mobilité. Nous souhaitons attirer des conducteurs par un métier attractif, et non en les cantonnant à une vie itinérante passée sur les routes d’Europe.
 
La Commission européenne présentera bientôt son rapport final au Conseil européen et au Parlement européen sur les aires de stationnement, à la lumière de cette étude.

This week, ESPORG presented its report on safe and secure parking areas (SSPA) to the European Parliament's TRAN Committee and the European Commission's Road Sectoral Social Dialogue Committee. While we highly appreciate the efforts made by the European Commission to improve the disastrous situation of parking areas in Europe, we strongly advice against the suggestion in the study to allow drivers to spend their regular weekly rest in the cabin when spending their rest on a SSPA with platinum or gold standard.
 
This is very alarming and sends the wrong signal. Following the European Court of Justice’s annulment of the return of the vehicle obligation every eight weeks to their home country, a study commissioned by the European Commission now considers the possibility of softening the ban on overnight stays in the cabin of the truck for the regular weekly rest period. In view of a fierce competitive situation and the ongoing shortage of drivers, the Commission must send the right signal by improving drivers’ working conditions and proposing more efficient enforcement of the Mobility Package. We want to attract drivers to an appealing profession and not to a nomadic life spent on the road across Europe.

The European Commission will soon present a final report to the Council and European Parliament on parking areas in light of the study.
